USDA Offers Compensation for Claims of Discrimination Against Women and Hispanic Farmers

USDA Farm Service Agency (FSA) officials have asked WAgN to help get the word out to farmers and landowners that USDA has established a process to resolve claims of Hispanic and women farmers and ranchers who assert that they were discriminated against when seeking USDA farm loans. The process is part of continued efforts to close the chapter on all allegations that discrimination occurred at USDA in past decades, USDA says.

The claims process offers a streamlined alternative to litigation and provides at least $1.33 billion in compensation, plus up to $160 million in farm debt relief, to eligible Hispanic and women farmers and ranchers.

The program provides up to $50,000 for each Hispanic or woman farmer who can show that USDA denied them a loan or loan servicing for discriminatory reasons for certain time periods between 1981 and 2000.  Hispanic or female farmers who provide additional proof and meet other requirements can receive a $50,000 award.  Successful claimants are also eligible for funds to pay the taxes on their awards and for forgiveness of certain existing USDA loans. No filing fee or other costs to claimants are required to participate in the program. Participation is voluntary, and individuals who opt not to participate are not precluded by the program from filing a complaint in court.

Kudos to WAgN Participant Lisa Ransom on receiving a $10,000 Vermont  Farm Viability Program grant to transition to Aerated Static Pile Mangement at Grow Compost in Moretown.

Grow Compost began in 2009, using municipal and agricultural waste to produce compost on their farm. Owners Lisa Ransom and Scott Baughman said they will use the Farm Viability grant to transition to Aerated Static Pile Management, a method of compost production that will increase the efficiency of their operation.

“These funds will allow Grow Compost to do the good work we do in a more efficient way to benefit our local farms, our local community and the health of soils in Vermont,” Lisa says.

Grow Compost was developed out of Dancing Wind Farm, and works with local farms to assist in manure management plans, as well as local business and schools to collect food scraps to promote soil health.

The Vermont Farm Viability Enhancement Program offers business planning and technical assistance to Vermont farmers.

Support for Cover Cropping & Other Soil Quality Practices

The Vermont Agency of Agriculture’s Farm Agronomic Practices (FAP) Program is accepting applications for support for winter cover cropping for the fall of 2011. Applications are due August 1 for maximum funding.

FAP is  also accepting applications for additional practices that will be implemented July 1, 2011 – December 15, 2011. The practices include: conservation crop rotation, summer and nurse crop cover cropping, alternative manure incorporation, aeration tillage, conservation tillage, strip cropping, and cross-slope tillage.

The goal of the FAP Program is to provide Vermont farms with state financial assistance for the implementation of soil-based practices that improve soil quality, increase crop production, and reduce erosion and agricultural waste discharges. The FAP Program also encourages continued assistance for nutrient management plan update/maintenance and outreach on agricultural water quality impacts and agricultural water quality regulations through educational and instructional activity grants.

Please note that funding is still available for applications received after the July 1 deadline, but funding levels for these practices may be at reduced rates. Our goal is to receive and review applications prior to the practices being implemented.
