(Part 4 of 4)"},"content":{"rendered":"<p><span style=\"text-decoration: underline\"><strong>The worst case:\u00a0 2001 outbreak of foot-and-mouth disease in the United Kingdom<\/strong><\/span><\/p>\n<p><a href=\"http:\/\/blog.uvm.edu\/jmsmith\/files\/2011\/04\/cows-UK-England-FMD.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-492\" src=\"http:\/\/blog.uvm.edu\/jmsmith\/files\/2011\/04\/cows-UK-England-FMD-200x300.jpg\" alt=\"\" width=\"200\" height=\"300\" srcset=\"https:\/\/blog.uvm.edu\/jmsmith\/files\/2011\/04\/cows-UK-England-FMD-200x300.jpg 200w, https:\/\/blog.uvm.edu\/jmsmith\/files\/2011\/04\/cows-UK-England-FMD-683x1024.jpg 683w, https:\/\/blog.uvm.edu\/jmsmith\/files\/2011\/04\/cows-UK-England-FMD.jpg 1880w\" sizes=\"auto, (max-width: 200px) 100vw, 200px\" \/><\/a>It    hard to argue with 2 thousand cases, 10 thousand culled farms, and   over  6 million animals slaughtered being a crisis of horrific   proportions.<\/p>\n<p>Eight  hundred forty-three cases were in the county   of Cumbria alone.\u00a0 The  resilience of communities in this area was  noted  recently by <a href=\"http:\/\/www.nwemail.co.uk\/news\/county-praised-for-reaction-to-foot-and-mouth-1.808996?referrerPath=news\/\" target=\"_blank\">Parliament<\/a>.<\/p>\n<p>However, <a href=\"http:\/\/interactive.cabinetoffice.gov.uk\/documents\/fmd\/fmd_2007_review.pdf\" target=\"_blank\">lessons learned<\/a> have not all been acted on.\u00a0 Additional lessons have not been widely <a href=\"http:\/\/www.ncl.ac.uk\/cre\/publish\/discussionpapers\/pdfs\/dp6.pdf\" target=\"_blank\">acknowledged<\/a>.\u00a0    An important one is the linkage between an \u201cagricultural\u201d problem and    the broader rural economy.\u00a0 The non-farm rural businesses impacted by    the FMD outbreak were not eligible for indemnity as they had not    suffered \u201ctakings\u201d of animals.\u00a0 Perhaps the \u201ctaking\u201d of one\u2019s livelihood    as the result of disease control policies should count for something?<\/p>\n<p>The    rural economies in Cumbria and Devon, the hardest hit areas of the    country, lag behind the rest of the country.\u00a0 Recovery is slow coming    for this crisis.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The worst case:\u00a0 2001 outbreak of foot-and-mouth disease in the United Kingdom It hard to argue with 2 thousand cases, 10 thousand culled farms, and over 6 million animals slaughtered being a crisis of horrific proportions.
