When I did the bulk provisioning of users a few weeks ago, I created the home directories in the wrong place. (We were in the middle of a filer migration). I have just finished recreating thehome directories in the correct location.
At this point, we have 9941 users who are eligible for service, and so are provisioned in our Domain.
